On December 6, 1960 in New York, NY the USPS honored former Secretary of State and US Delegate to the United Nations General Assembly, John Foster Dulles. He was a significant figure in the early Cold War era, advocating an aggressive stance against communism around the world. He advocated support of the French in their war against the Viet Minh in Indochina and it is widely believed that he refused to shake the hand of Zhou Enlai at the Geneva Conference in 1954. Dulles also played a great part in the CIA operations to overthrow the democratic Mossadegh government of Iran in 1953 (Operation Ajax) and the democratic Arbenz government of Guatemala in 1954. Dulles was born on February 25, 1888 and died on May 24, 1959 at the age of 71.

On January 7, 1957, Secretary of State John Foster Dulles appeared before the House Foreign Affairs Committee, to seek approval for President Eisenhower's "doctrine" of excluding the Soviet Union from the Middle East. According to one press report:
In response to committee questioning, Dulles gave his most precise definition so far of the term “ Middle East.” He said it is “the area lying between and including Libya on the west and Pakistan on the east and Turkey on the north and the Arabian Peninsula to the south.” He said the term “Arabian Peninsula” should include Ethiopia and the Sudan in Africa and that the terms “Middle East” and “Near East” were interchangeable.
